Paragon City's riches and wonders seem to attract as many villains as heroes. Super powered villains, alien invaders, criminal syndicates, and black magic cults have all reared their ugly heads in the past and continue to menace the city today. In a city with so many heroes eager to prove their worth, independent criminals seldom last very long.
